Locked Phone? Contact your previous provider to unlock it for you.
You will need your imei number dial *#06# to get it.

Was there is SIM inside the phone previous to yours?
Where did you get the phone from?
Is it a PUK message you are receiving?
If it's a BRAND NEW phone, it shouldn't be locked to another carrier.
If you just recently activated with Public Mobile, give it a few hours. Try powering down device, removing SIM card, powering up device, insert SIM card.
