@fdv7221 to unlock a Samsung they'll give you a long unlock code that when you put the public mobile Sim card in the phone the first time it will ask you for it! You can get it from bell or Samsung.ca
You can purchase a PM sim either online or through a retailer. You will need to register the sim and select a plan.

The absolute easiest way to do this is by going to a wireless provider depot at the mall or you will have to order or buy a sim card and activate it yourself.
In addition to all of above, get a referral code from a PM subscriber and use the code during activation to get a $10 referral credit.

It wouldn't be bad idea to check if phone is locked but shouldn't be needed. It's supposed be unlocked when you leave the store. I don't think Samsung does self locking any longer with newer models.
I'm pretty sure all phones bought in Canada come factory unlocked this days. All you need is to buy a PM sim card and activate it on line or just go to Walmart/ wow mobile and have them doing it all for you.
