When a cell phone provided such as sumsung relases a new firmware version the cell provider releases it on its own schedule. How can I find when Public mobile release firmware for a specific phone?

Public mobile don't release securtiy patches or updates. All firmware updates are happen only through the equipment manufacturer, service provider don't have any control over it even for a contract cell. In case you find any reception/data issue after update, you have to reset/update data access points of PM. In your case, it will be samsung and probably you would have received android Q (based on cell model) by now.

PM don't sell hardware so don't expect any.

There's no schedule. Public Mobile doesn't sell any phones.

From my experiences on my phone, I get my phone to automatically update the firmware when an update is available. I know I shouldn't be doing that because of the bugs, but so far so good (let me knock on some wood now!). Maybe check your settings on your Samsung to turn this on automatically.

As well you can check out the Samsung website for its updates too. https://www.samsung.com/us/support/downloads/

My understanding is that PM does not release firmware updates because they don't sell phones.  However, you may continue to receive firmware updates from your cellphone manufacturer.
