Like these previous suggestion said...one sim per account. You need a separate email for each account too. You can use the same credit card though.
Try not to activate each account on same day to avoid possible "issues" during renewal. Public Mobile's renewal machine is easily confused.

If you are using Gmail like abcdef@gmail.com for 1st phone, then you can use abcdef+1@gmail.com for your 2nd line, all emails will go to same abcdef@gmail.com account.

You can only have one phone# per sim, email, and account.
