i put a voucher on my phone and my phone did not reactivate.

There were many other suggestions that might actually work.Just restarting your phone probably won't fix your account issue so please read the entire topic.

If none of what @Dunkgirl works, maybe post a screenshot of payment history page and overview page.

 

Another trick is topping up with a small amount $1 say.

@tazWhat is your account status? When is your renewal date? Do you have enough money to cover your plan in available funds?

 

Try the lost / stolen trick. Log into self serve. Click Plans & Addons. Click Lost/Stolen phone. Click Suspend service. Log out of self serve. Reboot phone. Wait 10 minutes. Log back in. Go back to the same place and say found phone. Reboot phone.
