cannot use voucher with credit card for plan more than voucher price?

Hi,

I was given a promotional voucher along with a  free sim card last week and today when I am activating the sim, it will not let me use the voucher as the voucher is for 40$, but, the plan I am choosing is more than 50$.

It takes my credit card information, but, does not let me use any other option?

they were handing out free sims and promotional vouchers about 2 weeks ago near the lawrence market, downtown.
