The new customer can contact the Moderators and ask for it to be added. There will be some verification questions to answer for the new customer to verify it is a legitimate referral

It says you can't .Has to be done at time of activation

You can contact the moderator to have the phone number added for referral. The new customer has to contact moderator. It will take some time, but it can be done.
There is no easy self service, online way......
