Is it possible to pay the bill using a regular debit account that isn’t a Visa debit?
No. Along with the other mentions, someone had discovered that a Mastercard Debit worked. You can also use those prepaid "credit" card gift cards. I have found that Vanilla brand works. Not their sister brand MyVanilla.
