My parents are using puclic mobile but their credit card was stolen and they have a new card to switch payment method. They are currently traveling in other country so they can't dail 611 on the phone. They forgot the account password and security question but they are willing to answer any question that related to the account (e.g. card number of credit card for past payment). They don't know how to do internet service and there is no customer service number they can call.

If your parents are out of the country why not let the plan expire you have 90 days to reactivate the account without losing you number or account.
