First payment was more than the plan fee

I purchased a SIM card from Walmart & signed up the $90 for 90 days plan on Jan 31. Just noticed today that my credit card was charged $101.70. I want to know why I was charged $11.70 extra. Is this activation fee? I didn't know PM has activation fee.

Looks like the $101.70 includes 13% GST/HST. 

$90 x 13% GST/HST = $11.70

Therefore, $90 + $11.70 taxes = $101.70

@YJG, plans are listed before tax.  I am assuming you live ina province with 13% tax.  90.00 *1.13= 101.70
