Why was what was charged to credit card was twice as much as transaction history?

Although both @softech and @wetcoaster have given very similar info that is correct it appears @softech had a typo when mentioning the amount that will be charged to your autopay card in November. It will be $23 as correctly typed by @wetcoaster .

Not sure if that is just a typo.... If the OP stays on the $25 plan their next renewal will be $23 + tax. (assuming that they don't get any community or referral rewards).

That all looks like it should.
You got charged the full $25 when you signed up. Then the $2 auto-pay-on-signup and $10 for using your friend's referral code got credited to your account.
At renewal your auto-pay got credited and then the system grabbed $11 from your credit card (it will show on your statement as $11 + GST + PST (or $11+HST, depending on your province)).
On your next renewal, November 17 (it's 30days here), your $2 auto pay will be credited and $23 will be charged to your CC.

They have only charge you $11 + tax on your credit card on Oct 18

Basically before PM charges you , they have applied $2 for Autpay for the month of Oct (Oct 18) and $10 for your Referall (already on your account since Sept 19)
Then another $2 Autopay reward for the month of Sept (that was a $2 back from the first bill on Sept which they didn't give you when you first activated). So, $14 credit.
After all the credit, they charge you $11 + tax on your credit card
If nothing change , They will charge you $13 + tax $23+ tax in the next renewal since you will only have one $2 Autopay credit

The $0.00 on Oct 18 just mean after all the transactions, after the renewal on Oct 18, you do not have credit left in the Account.

your plan is $25 - $2 AutoPay Reward for frist singup - $2 AutoPay Reward- $10 Referral friend one-time credit = $11 plus tax
next month your plan is $25 - $2 AutoPay Reward = $23 plus tax,
every month when you see say Automatic Top-Up that amount plus tax but tax is not show in here only at your credit card.

Edit: when your data limit used all, is will be off until next renewal cycle,
at public mobile 30 day Prepaid Service No fees extra charges,

Did you request plan change 'immediately'? That could cause double payment on credit card particularly if plan cost is the same but data allowance with new plan is higher.

"Pending" are authorized charges. They just show as ,well, pending until they are officially posted to the transactions statement. @winterw There's no need to pay for suspended time. The new bill date chanes automatically after reactivation.

Pm is all prepaid. So a balance can't carry over. If you don't pay ahead of time you don't get service.

Maybe it didn't apply your rewards/discounts on a billing cycle? It'd help if you gave some more details and the balance because maybe it carried over last month's balance onto this balance because it was a late payment or something; ?

Your transaction history minus any personal info would be helpful. What plan do you have? How much was charged to your credit card? Do the dates match with your renewal? Are you a new customer? Did you have trouble at activation? Did you do it twice because the first one seemed to fail?

how much did it charge and what was showing on the Transaction History? did you try to manually pay ? Any amount showing as Available Fund on My Account?

You do have to pay taxes above the plan's fee. But, it should not be twice the amount.
Maybe screenshot your payment history page to offer more information.
