More details would be helpful. If you were charged, have you tried putting your SIM card in the phone? What happens when you insert the SIM card? Any signal?
Do not try again with activation. You will likely need to contact moderator to fix the extra charges. As stated in the earlier old thread,

It may be possible that the credit card charges you see are showing in the pending or unauthorized field. It's likely that only one of those charges will eventually become posted to the account.
You can confirm under your public mobile self-serve account under payment history transactions to see how many payments were actually requested from the credit card.
