PUK code is through the moderator as the locking is on the SIM card for which the hardware oem has no involvement.  It has been 3 years since phones were sold in SIM locked state and so this is becoming a non issue these days, not that this situation may not involve a SIM locked phone.

Here is a detailed explanation by one of the Oracle's Luddite. "SIM network PIN blocked. Enter SIM network PUK."  is asking for the phone’s (often Samsung) “master code" after entering the wrong code too many times. Samsung and/or your previous carrier can give you this.   "SIM network unlock PIN"  is asking for your previous carrier's unlock code - just contact them with your IMEI and they'll give it to you. If you enter this incorrectly too many times, you'll get the error message above.   “PIN unlock key (PUK)”  is a SIM-specific code used to prevent unauthorised use of a SIM card.  The PIN (Personal Identification Number) enables secure access to the SIM card and network. It is provided with your SIM card.  If the PIN code is entered incorrectly 3 times, the phone is locked (except for emergency calls) and requires a PUK (Personal Unlock Key) to reactivate it. Once the PUK is recovered and validated, you will be asked to choose a new PIN. Only Public Mobile's moderators can give you this type of code, which the device manufacturer cannot. Public Mobile's moderators can be contacted at the following address:  https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437 Caution! If the PUK is entered incorrectly ten times in a row, the SIM card becomes unusable.

Your son's  SIM has been locked by PM @Bluntside . The only persons that can fix this for you is customer service. Here at Public Mobile, they are called moderators and can only be contacted by using Simon the autobot, or via private message. It's recommend to try Simon first, since it helps PM with their statistical analysis, to enable them to serve you better in the future.

To contact a moderator using Simon, click on the green questionmark in the white circle at the bottom right of your screen . This connects to the autobot Simon . Type moderator and follow the prompts to get to one.  (CLICK on account specific question and human and submit a ticket ).

If this doesn't work for you, use this private message link to contact them directly  https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437

I hope that this adequately explains and helps you to rectify this situation. Enjoy your family day.

If the phone is a Samsung you can contact them to get a PUK code or you can also contact the moderators here by clicking on the ? in the bottom right hand corner and asking your question to SIMon.

Edited to add:  by putting PUK code in SIMon it will take you directly to submit ticket

I know we don't yet have all the facts from the OP but will Samsung do that with a customer-entered PUK? I had assumed that Samsung would be good for a locked phone but I don't know about when a customer locks their own SIM with a PUK.

Yeah not sure either.  I guess it would be the mods then who can unlock the SIM

Did your son possibly put in a SIM password kind of thing? Like a bit of security? Was it bought used and now might be called lost or stolen by the previous (or real) owner?
