I'm currently in Nova Scotia and moving to the NWT in June 2020. Should I get a phone number in NS or NWT?

You can update your phone number once every 30 days, so i would go with what works best within the area you are now then change when you move next summer.

Assuming that you have a Canada-wide talk plan, the city of your phone number doesn't really matter for you when you're makign calls or receiving them. However, people who are calling you might have to pay long distance to whatever city your number is assigned to.
You should know that in the Northwest Territories, service will work in some mildly populated areas, but Public Mobile only offers phone numbers from Yellowknife.

Get Nova Scotia number first and then when you move in June, you can change to NWT number. No fee for changing number.
