The Nokia 3310 3G is a symbian series 30+ phone. From what I got from google, the APN structure of the Nokia 3310 3G is this.
Menu > Settings > Connectivity > Access points > New access point
Name:
Username:
Password:
Access point:
Gateway:
Port:
Set home page:
DNS address:
Network type:
IP type:

Is the Nokia a Windows or Android phone? If Android is, it's in Settings, Network, Mobile Network or some things similar. It depends on your version of Android.

Yes it should be in one of the settings menus in the phone.
