Did you switch from another provider ? If so then your phone maybe locked and you would need to contact them to unlock it.

It's probably locked in the old setup l session. Wait for an hour and try again.
Where did you get your sim?
I've heard of some sellers on Amazon preactivating them. Try using it in your phone

Did you pass the payment section?
If yes check if your card was charged.
If it was charged put your sim card in your phone it will likely work.
If it does work and you were charged go to link below to create your self serve account.

If you were not charged. System locks sim for 50 minutes. Wait one hour, clear internet cookie/history cache open a fresh browser in incognito mode and try again.

If yes, then put sim in phone and see if it works.
If no, try activating again in 1 hour. The sim might be locked after too many attempts.
