Need to activate new sim card before activation of account

We lost the phone with brand new Public sim card before we were able to activate the online qccount. How can I migrate a new purchased sim card unto the plan without being able to activate the online account?

from any Retail store or any gas station near youand you buy it right away,

 @Bjoern85 : You'll need to contact the CSA's. Click on the cartoon quote lower right and muddle your way through the chatbot to get to Submit ticket.
