I can't call or text but I have unlimited calling and text I have the 25 dollar plan HELP ME PLEASE!!

Try a reboot of your phone.

Another thing to do is top up your account with one or two dollars and reboot the phone.

If you've just opened your Public Mobile account, this could be a sim card provisioning issue.  I'm also wondering about which phone model that you're using.
