I already pay $25 for my plan with 1 GB of Data but I see there is a new $25 plan with 4 GB. Why can't I upgrade to the new $25 plan?

This is so frustrating!!
If you check today, there is a new $18/m plan that is available to all users. You may have some success in switching down to that plan when your plan renews next (that is an option when you go to switch your plan). Once you're on that plan, you will then be able to see other plans that are the same price and more expensive. The issue that you are likely facing is that PM doesn't allow users to downgrade. This new plan is one of the few times that users are able to do so.

Easiest way for you to get a better price is if you port out and return. $20 1GB is available for new customers which would also likely allow you to have access to a $25 10GB plan exclusively for existing customers.

I have a plan in my very own account that I can switch to that is the exact same price as my current plan. There are no blanket statements that would be entirely accurate about which plans are available for all customers. I can downgrade to some lower priced plans too.

If it was $26 you'd be able to upgrade but the system won't allow you to match dollar for dollar plans. If you want, why not reach out to a CS Agent and ask nicely.

During business hours (9 AM-10 PM EST) you can expect a response within 30 minutes, but it may be longer depending on current volumes.
Customer support agents will not assign a plan that the customer doesn't already have access to. Also, there is no such rule or system limitation that prevents customers from switching from plan at a specific price point to another plan of exactly the same price, just as there is no universal system limitation that prevents customers from switching to a plan of a lower price. While each customer will only have specific price plans available, those price plans can sometimes be higher, lower, or even of the same price.

Ironically, existing customers who can switch to a $25 plan are often given an option for a $25 plan that includes 10GB.

If you look at the info of the plan it states “for new subscriptions only”. It is a plan to attract new customers.
There is a Canada Wide plan for $27 that has 10GB of data. Maybe that could be an option? 😊

sorry, not all plans available to all existing subscribers. If you don't see the plan, you cannot change to it.
So, the new $25 is not available for you at this time. But it will change, check later

Unfortunately Public limits the plans current customers can change to. New customers have access to different plans. What you see in your account is what is available to you. That list of plans may change over time.
