I have tried to transfer my number out of public mobile a couple times but the transfer fails when the number isn't released. What is the next step?

your PM account still active? you can receive text? check if PM sent you a text about the port, you need to reply YES within 90 minutes.
if you didn't see the text from PM, reboot your phone with the PM sim card, then call your new provider and ask them to resend the porting request, and wait for PM text and reply Yes
if still not receive the text after 2 hours, ask PM to check.
Just open ticket with PM using the Orange Chatbot icon on the lower right. (For 2FA when login, you might need to use email to receive if you cannot receive the text on the phone.) Type the question Submit ticket and select Contact Us to get to ticket open screen
