This certainly sounds like an issue related to reception or interference within your home area.
To test this, try using another service provider within your home to see if you get service. (i.e. do guests or other people in your home have similar issues with their mobile service?) You can also try putting your Public Mobile SIM cards in different devices and try using them within your home area.
Given you seem to have full functionality outside of the home, it's unlikely something public mobile service-related.
