Confront the caller. If you know the caller personally then confront the caller personally. If you feel threatened then you can involve friends, you can involve police, you can ask them to confront the caller for you.
Or login Self-Serve to change your phone number (once every 30 days if you like, costs nothing except the hassle of informing all your contacts with your new number).

You could also temporarily disable your voicemail until the person realizes they can no longer harass you by leaving you messages.
To "disable" voicemail, dial *004*8080000000#
To reset it back to defaults, dial ##004#

You really only have a couple of options then.
You could either report it to the local policing authorities if they are calling from actual phone number which is displaying on your phone, or you can change your number with public mobile.
