If you are porting over a number to a new account, you need to have your Bell SIM card in the phone to say yes to the port. If you say yes, the phone should go into SOS mode. That means the port was successful, in theory. If you then place your pm sim card into the phone and reboot, your Bell number should replace the temporary number pm gave you. You may need to reset your network settings on your phone if it doesn't fully work.

You can not port another phone to your account. Each account is separate and require it's own unique email address. You can also use your first lines referral code for your second account so you get 1 point extra per month that can be used towards free stuff.

you can. But you need to use another email address to setup another PM account for the 2nd line as there is no family combined account here
remember to use the friend referral code from your first account to activate this new 2nd account to get the friend referral bonuses

You can't share a plan with other cellphones.
if you mean you have a new cellphone...just remove the sim from old cell and install in new cell. (If using esim, you must download the Public Mobile app to your new cell, log in to your account and buy a new esim...but it'll end up being a free replacement esim)
