just login My Account, go to Payment, Manage Subscription and click Update Payment Method and you can update the card there. Generally, you can only attempt 2 or 3 times every 24 hours or it will lock that function. If it fails still after 3 attempts, wait 24 hours and try again

best to use the mobile app; log in to your Public Mobile account > Payment > Update Card Information.
