are you activating a new Public Mobile account? or you have an account and try to activate new phone?
physical sim card or esim? did you put in the PM sim card in the phone and reboot and Reset network settings?

Unfortunately you can’t activate your SIM or create an account online. You need to download the PM app and subscribe to a plan.
If you can’t download the app. You can have a family member download the app and activate your SIM and create an account. Once it has been activated, move the SIM to your phone and you can manage your account online.
Remember to delete the app from your family’s phone.
