I have the current subscription ($21.00/Mo) that should give me the unlimited Canada-wide minutes but when I call my dad in Toronto, I hear voice message saying that I don't have any minutes left and I have to buy more air time. Yes I can call other numbers without any problems but this only happens when I call my dad's phone number not all the time but from time to time. I am trying to figure out why. Is anyone having the same issue by any chance?

If it is only your dad's phone, might be an issue with poor reception on your dad's side. Is your dad with Public mobile? Which model phone is he using? Is he having issue with talk on his side?
I have seen similar posts in the past from PM customers. It was the other side that had issues with reception that caused this message to be shown to PM customers.

That is weird. Sounds like Public Mobile needs to reset your network on their end.

try calling with a 1 in front of your dad's 10 digits. Or also try calling without and check if it works
and maybe reboot the phone and test as well
