can't access the account

I set up new phone plans for my parents a week ago. The new SIM cards came the other day, and I was setting up the accounts on Sunday. My mother's account went with no problems. When I tried to set up my father's account, we couldn't log into his Gmail account, and now he is locked out. We cannot access the account to get the Eversafe code we don't have his phone number set up yet because we were waiting for the SIM card so we have no way to have the code texted to us. How do we go about fixing This? Is there another way to access the account I have set up for him? Every time I try to login to his public account, it asks to send the code to his email and we no longer have access to it. Thank you for any help you can give.

@Bobjimmy  yea sorry. The only thing I could suggest then is to send a private message to public mobile agents at the link below and explain the situation.  Maybe there might be able to assist you.

we've tried, google just comes back and says that they can't verify....even after I have the code sent to my recovery email....terrible system.  what's the point of having a recovery email if it doesn't work....

@Bobjimmy if you are locked out of Gmail, you would need to contact Gmail to have the account unlocked first. Did you try to reset the email password? Click on forgotten or reset email link?
