i have a spare unactivated public mobile sim card. Can i use that sim card to switch over to koodo moblie.

It doesn't matter if they are owned by the same parent company. It isn't allowed. You can give it a try if you wish and report back to us, but this isn't something that the Koodo activation should be allowing to go through.
Also remember that Koodo is more picky about sim card than even the other carriers. They actually have different sim cards for prepaid and postpaid, and those sim cards can not be used if you try to activate it on the wrong type of Koodo service.
I never confirmed this personally, but a while back, some people were saying that they were able to activate Rogers Wireless sim cards for use with Chatr Wireless service.
