Can anyone tell me if Public mobile sells refurbished phones? If so where can I see the phones?

Indeed, but not all resellers, may have the same care and attention to detail as you do.

There are a lot simply looking for a quick buck, and the blacklist could take affect well after the sale has completed, and the seller is nowhere to be found.

At the moment, it is likely PM has removed it and won't continue with CPO business,

If you like the PM CPO selection, price and the great warranty, check with your local Mobile Klinik stores or online at https://shop.mobileklinik.ca/ .  Mobile Klinik is also owned by Telus and the prices are pretty much the same, with even bigger selection of CPO phones

Make certain to buy it from a reputable location as private sale used phones may be blacklisted if they were stolen devices.

Public no longer sells phones. Another Telus company MobileKlinik does if you like. Or many other places.
