When I'm asked to log into my PM account I'm sent a code that I need to enter.
Is it possible to change the phone number the code is sent to? it's automatically sent to my mobile number
but I want it to go to a VOIP number (i.e. Skype), is this possible? this is due to when I'm traveling outside of Canada and need to access my account, I don't have access to my Canadian phone number.

The 2FA MFA text will always go to the phone number of the account first by default. When you try to login to the "My Account" portal, and it sends a code to your phone number, you will have an option to "resend code" - at this point, you can choose to have it sent to you by email instead.
Once logged in, you can even remove the SMS number, so that the 2FA verification always just uses only email.

You can’t change the number to Skype or third party number services as most of the time it’s not accepted. That being said you can click the Didn’t receive code option and send it your email and log in for there. It’s on a computer or the Public Mobile app.
