I have done all the trouble shooting suggestions resetting phone, resetting carrier everything still cannot call out or receive calls and no data. Roaming is on

Do you have a plan that includes Mexico roaming? Is your network selection set to automatic, or is it locked to your home carrier? Do you see a connection to a Mexican carrier?

I tried both of those I get call cannot be completed as dialled my husband has same phone package and his can’t phone me but is able to call home

what phone you have just not able to receive and make calls? how about data?
and try changing the network mode to Manual and try both Telcel and AT&T network
