With Companies like Tangerine not willing to move past text verification, no international text next

This is regarding the Two authentication method aka 2MFA . There are so many services, Banks and Brokers that still use text verification only(not even email verification). If you are traveling abroad specially outside of NA then you will not be able to even login to these accounts if you are with Public mobile. This is because they still don't support even international text outside of NA and no option like roaming etc. So imagine you have to pay bills or move some money from someone like Tangerine then you are in deep trouble if you are with Public mobile and outside of NA.

A Canada wide law was also passed(can't remember the details) but something like Carriers will no longer be able to charge roaming fees for receiving something as basic as a text message even if they are traveling internationally anywhere in the world. This was because of the increased enforcement of 2MFA. This was a while back btw maybe 2015 not sure. 

Can we expect Public to support international texts in the near future or more than likely this won't happen?

we don't know the future here, as we are just customer.  You can open support ticket and ask, but I doubt you will get a solid answer

regarding to the law you mentioned, I think you quoted wrong.  The rule is just this:
Under the C RTC's Wireless Code, service providers cannot charge more than $100 for roaming per billing cycle unless you explicitly agree to pay
