Buenas Dias. I winter in mecico every winter. I just purchase a sim and package from Telcel. Last Year I got ulimited calls and text in mexico plus 300 min international back to canada.

I think 7$ will get you a sim, 1-2 GB data and north american calling. The company is moviestar

There are a couple of apps that you can use while in Mx that will work as long as you have a wifi signal. I've installed an app called Textnow that seems to work pretty good for talk and text, as long as you have wifi. If you plan on staying in Mx for a while, you can consider getting an sim card locally and enroll in one of their many inexpensive plans. Good luck.

@TeresaU- No, it will not.  Public Mobile only has roaming available in the USA.
