Hi,
I lost my phone with a physical SIM card. I immediately put my service on hold, and bought an iPhone 15 Pro (that only takes ESIM). I followed the instructions to purchase and activate the public mobile ESIM. Now it seems like I can use my iPhone 15 Pro as usual (with my previous number) with the eSIM. But what about the physical SIM card that is still in the stolen phone? Was that SIM card automatically deactivated ? Can I remove the hold on the services?

This is all presuming you changed the associated SIM card attached to the existing account and did not activate a whole new account.
If you activated a whole new account, just make sure to leave the prior account on hold and it would be a good idea to remove the subscription status on that account.

You can only have one SIM associated with the account at a time so as soon as you purchased the eSIM and had it associated with your account, the original SIM that was in your stolen phone is deactivated and cannot be used again. Even if that person knew the number to the SIM it could not be attached to another account.
You’re perfectly good to take the hold off of the account if the eSIM has been purchased.
