Placed service into pause but Public withdrew funds from credit card for 3 months until I reported a lost or stolen phone , they refused to reimburse me .

Maybe you removed subscription to late so PM did not processed 'cancellation' on time. It is always good to remove subscription 3-4 days before renewal date to give PM system chance to process it on time.
