Hi
I would like to upgrade to the $35 plan, but is unable to on my self serve account. I click on "change plan" and the options are blank. When I click on"Plan details" I get an error message.

going incognito in Chrome worked.

Sometimes, using a mobile device makes a difference.
Other times, clearing internet cache and cookies or using an incognito tab helps.
Other times, it's just a waiting game for the 'system' to enable these changes to be made.

Website is finicky at times. Try a different web browser, clear cache or incognito mode. That should work.
