why does PM offer a roaming plan if almost all States have done away with 3G?

'3G' plans are just the speed limit of the plan, not the network it uses. All plans at Public can use the 3G/4G/5G networks. So it has no effect on roaming. The important part is if your device can use VoLTE to make calls on the 4G network, which is what is required to roam in the US and will start being required in Canada soon.

Which phone do you have? If you have a phone with VoLTE compatibility with PM network, it should work while roaming in the USA with a US roaming package. It should not matter whether your PM plans is 3G or LTE in Canada.
BTW, which plan are you on? You may want to look at your self service account. You may want to check if there are other plans available in your self service account. Might be similar price plans with more data and LTE.

if you meant the add-on choices you see for roaming, the 3G does not mean 3G network, it meant 3GB data, the amount of data is 3 Gigabytes
