US carrier used for New Roaming plan

Which US carrier will be used for the new roaming plan for USA that was recently announced?

I have found AT&T to be more reliable ... but everybody maybe different and depends on location etc

@dmoloney  Public Mobile only has roaming agreements with AT&T and T-Mobile in the US so Verizon is not an option
