I was able to turn off call/data roaming when near US border from previous provider. Can I with PM?

That wouldn't disable roaming and the phone would still connect to roaming networks should one be available while travelling outside of Canada (or possibly if one is picked up near the Canada/US border). The only way to disable the phone from roaming is to manually force it to only connect to one network.

At PM, either you have US services or you do not.
There's never any surprise or additional charges for something you haven't previously purchased.
