no, you don't have to contact PM for using hotspot, PM does not restrict the use of hotspot

Please try the following

1. Reboot the phone and  reset the network settings

2. Reseat the sim card. Turn off the phone, remove the sim for a minute before you put it back in and setup Hotspot again

3. Check APN, go Settings -> Cellular -> Cellular Data Network -> PERSONAL HOTSPOT / APN -> sp.mb.com , and Leave Username and Password blank.
