I am part of a community group that has a cell phone through PM. The current owner of the account paid the last bill in January and suspended the account. Can I get the account ownership transferred to me? I am also a PM customer. The account is currently on a 90 day hold.

You need to talk to the current owner of the account and get them or you to make a manual payment with a CC or voucher to return service.
Then transfer the SIM card to your phone.

Hey @Jim440
Just ask your friend to give you access to the account, the log in and password. Then, remove his credit card from the account and place yours there so payment picks up. Then go in this link and change the name and password
