Noticed this problem started on Oct 8/25.
Texting with anyone else in my contacts works normally, but attempted texting with my coworker not working properly. I receive all the messages that he sends to me, but he does not receive any messages that I send to him. He is also not experiencing this problem with anyone else, and he is a Bell Mobility customer.

I did try all that, it wasn't a problem with my device or his. We could call each other, he just wasn't getting my texts. I tested earlier today and the issue is resolved. I did submit a service ticket yesterday and they must have addressed this.

earlier this afternoon, someone else had a similar issue but couldn't talk successfully to anyone in his contact list who were Rogers clients.
Try restarting your cell...try a network reset if that doesn't work. Lastly; if all else fails, use this link to message Customer Support for their help...
