living downtown toronto
phone shows 2-3 bars max most of the time
also updates to 5g and 5g+ but I can’t connect most places in leslieville

Turning on data roaming while using the service in Toronto cannot possibly have helped any. There aren't any roaming services available to Public Mobile customers who are using the servicers while in Toronto.

Start with Reset Network Settings
Also , try changing network mode,try all different one: 4G or LTE or 5G ON
