As mentioned by @will13am Telus has an independent network in Winnipeg and Brandon. Coverage will be different, especially for voice calls as PM/Telus only has 3G on 1900 MHz (Band 2). Make sure your phone supports 3G 1900.

@Foxibre

Check your number it's Eligibility to Move to PM.

and check out at  Canadian Cellular Towers Map  if you see it's enough Towers for Telus or Bell then you get good service.

@Foxibre

PM is the lower tier of Telus and Lucky is the lower tier of Bell.

Both are good on your pocket book but remember that PM is an online service so everything is done through private messaging and SIMon Chatbot.

You are paying for staff time help you over the phone on the mid and top tiers.

@Foxibre , in Manitoba Telus does not have 100% tower sharing agreement with Bell.  I think in Winnipeg and Brandon, you might find Bell coverage to be slightly better.  That said, I have friends who have Public Mobile service in Winnipeg and have not said anything about the coverage being a problem.
