My phone was stolen and I paused service. Bought a new phone and selected buy eSIM then unpaused service. Will this prevent the previous phone from working on Public and disconnect the phone number? Will I be getting a refund for the replacement eSIM?

Once you download the PM app on the new phone and logged into your account and purchased an eSIM. It should be free if your old phone was on eSIM. You can Submit a Ticket on the Chat icon for a refund if your old phone had a SIM. Agent are very good about it.
Your lost phone will no longer work because you can only have 1 SIM/eSIM working on one phone at a time.
