I am on an old phone with Android 9, when I receive RCS attachments, either via wireless or through data, there is no way I can download an image. I click the download then it spins forever but nothing happens.
I checked my profile in messages, and RCS Chats is toggled ON and my Public Mobile status says 'connected'.
Any other area I should check?

it is normal that it won't uninstall fully, it will just roll back to the old version, and you can update it after
so, click Uninstall or Disable to roll back to the old one if you have not done so, then reboot phone and go back to Google Store to "update" it

It does not allow me to uninstall Messages, only the updates. I backed-up, but it wasn't needed because even clearing the storage, it did not delete the messages, so I still have my messages. I re-installed the updates, but the issue still persists.

instead of uninstalling the app, why not try to clear cache first. Go to the App info for Google Message and clear cache (but don't clear data or you will lose your messages)

You can backup Google Messages before uninstalling the app. First, ensure "Back up to Google Drive" is enabled in your Android device's settings. Then, you can manually back up your messages now by going to the "Back up" settings in your phone's settings. This will save your messages to Google Drive, allowing you to restore them after reinstall Google Messages.

try turn on both Wifi and Data
and I would uninstall the Google Message first, then wait 30 mins before reinstall and test
