Purchased 10 day talk&text roaming pkg

I purchased a $15 talk and text pkg for my wife’s phone but she can’t receive or send a text unless she is connected to wifi, I thought  she could send and receive texts without Wi-Fi, am I mistaken ?

Enable

1. Send to a phone number, not an email address.

2. Turn off imessage now that those options are on. That will force the app to be just a standard SMS texting app. The imessage system uses old timey instant messaging that needs the internet.

In your Messages app, is iMessage disabled or enable?

If talking works if you are calling within the USA then it seems that roaming is working.

Check to see if Data Roaming is enabled and Network Selection is on T-Mobile.

Made sure both phones had mms & sms enabled, had her turn off wifi and send a text but would not send until Wi-Fi was turned back on

Those messages would have been going through the iMessage server.  As I was mentioning, SMS text messaging doesn't use and can't use Wi-Fi.  Please ensure that the SMS and MMS options are enabling in the messaging program.  Apple provides an option to turn those off, although I don't understand why anyone would choose to do that.

She was able to phone me from the US no problem, it is an iPhone so I guess that would explain needing Wi-Fi, I guess my question is did I waste $15 as wouldn’t I still be able to text without the package if I was connected to Wi-Fi?

You'er not mistaken.  I'll add to the comment by Dunkman that you don't need Wi-Fi or data to send SMS as you actually can't sent SMS using data or Wi-Fi.    The Google chat features or Apple iMessage features also require both parties to be using the service.

Is talk working fine? There may be issues with US roaming.  

SMS texts will work without wifi or data.

iMessage and RCS messages (Android) require data or wifi.
