I’m trying to change my plan to the $29 Canada, Mexico and US plan. I see it on public mobile’s website and on my friend’s account. But it doesn’t show on mine

Plans are targeted per account and you often can't lower your plan price. You can contact customer support to see if they will make an exception and switch you over but there's no guarantee.

Unfortunately you can’t downgrade to a lower priced plan. You can only upgrade to an more expensive plan.
You can port out to another carrier and port back as a new member to get the lower price plan.
