I activated my SIM card and when anyone calls me it goes straight to voicemail. But I can call out and receive text messages.

I'd say your port (here) from another provider isn't complete.
Did you respond "YES" to the port authorization request text upon activation?
If not, to re-initiate the port, click here: https://urlshortner.tiia.ai/Lc9xk8
Then make sure to place your prior provider SIM card in device, await text for port authorization, reply "YES", then replace with your newly activated Public Mobile SIM card.
Reboot your device, and you should be good to go.

Outgoing calls work but incoming goes straight to voicemail

Do outgoing phone calls work? I would ask if you're requested a phone number to be transferred to Public Mobile, but if a number porting has failed isn't complete, you wouldn't receive all of your text messages (you would receive them from Telus, Koodo, and Public customers). If you set your network type to 3g, and someone calls you, do incoming phone calls work?
