this can be a problem on either side. I think both your friend and yourself should open ticket with the carrier (Easlink and PM)

It’s an eSIM. I tried using both with and without 1 in front of number. Reset network setting, turned off phone, toggled airplane mode, I have plenty of data and I can still receive and make calls. She can’t call me as gets code UM1 this phone is no longer in service and when I call her number I get same thing. My friend has no issue calling her or me but she is on eastlink

There isn't any possible network setting that could cause the carrier to report a called number is out of service. This is a Public Mobile issue, and it's actually not that unheard of a complaint. I've had it happen a few times when calling other Public Mobile clients. There was not obvious pattern to this and attempting the call again usually resulted in the calling going through fine.

To me @Glenna62 it sounds like your phone isn't fully connected to the network. I'd suggest going into your settings and reset your Network Settings and then reboot your phone. If that doesn't fully work, contact a CS Agent to reset your network on their end as well. You will be required to have your phone off while they do it.

Calling issue with just 1 particular number or with all numbers?
You tried reboot phone? Try also call both with and without 1 in front of the 10 digits and see if it helps
